IEDS: THE WEAPON OF CHOICE:
IEDs are becoming a weapon of choice in some areas of operation. It’s paramount that the EPU develops tactics, techniques and procedures on how to deal with this threat. This means IED recognition and avoidance.
Media Exploitation. Terrorists use the media to ensure their message (IED attacks) reaches the right audiences for worldwide recognition. Media exploitation is an effective and profitable tool, which is good information to know, especially if your principal is a major media figure. Ensure that you assess the potential IED threats within your area of operation, and then determine threat capabilities and probable intentions.
Visual Recognition of IEDs. This section is designed to teach EPS visual recognition of explosives (eyes only). The following will help EPS to identify potential IEDs and develop tactics, techniques and procedures for avoiding the threat on assignment. IEDs basically include some type of explosive, fuse, detonators and wires, shrapnel and pieces of metal and a container in which to pack the explosives and shrapnel.
Terrorist groups have used IED in roadside ambushes that have included stationary explosive devices either buried or concealed. Events that cause mass casualties have included suicide bombers, vehicles, vests and satchel charges carried by humans or animals. These devices have been fabricated in an improvised manner and incorporate highly destructive lethal and dangerous explosives or incendiary chemicals, which are designed to kill or destroy the target. The materials required for these devices are often stolen from military or commercial blasting supplies or made from fertilizer and other readily available household ingredients.
IED Tactics, Techniques and Procedures. To deal with the IED threat, EPUs should determine the types of threats in the area of operation. The pre-advance, advance and ongoing EP operation should track any IED threats in the area of operation and ensure that everyone in the EPU is aware of them.
Evaluating the Threat. The advance person should ask local EOD personnel about the area of operation’s pattern analysis to determine IED threat trends. This should include recognition of emplacement patterns, human activity, recognition from video and other sensing systems, human intelligence and social network analysis of terrorist networks.
Explosive Charges. The following are examples of common explosive charges:
Improvised Explosives. Fertilizer, black powder, gasoline, match heads and smokeless powder.
Chemical Reactions. Acid bombs, caustic bombs such as Drano and dry ice.
Plastic Explosives. C-4 and SEMTEX.
TNT. Issued primarily as a military explosive.
Dynamite. The most commonly used explosive throughout the world.
Initiation Systems. Some form of trigger is used to detonate the IED. These range from very simple home-made devices to highly technical ones. Although not all-inclusive, some examples are:
Time Delay. Manual wind-up alarm clocks and wristwatches.
Action. Pressure release switches such as mousetraps, pull switches that actuate with a trip wire and pressure switches.
Command. Radio or electrical.
IED Initiation Methods. Command-detonated devices, hard-wired (electrical wires between devices and/or leading away from the bomb, remote-controlled (battery powered doorbell devices, pagers, cell phones as sending and receiving units), tall buildings or line-of-sight observation points will be nearby. Many controllers require a direct line of sight to activate the receiver and detonate it.
Inventive IEDs. IEDs can be disguised as anything or hidden anywhere. This includes trash in the roadway, cigarette cartons, trash bags, soda cans, milk cans, buckets, burlap bags, cinder blocks or potholes. They can be tied to telephone poles or hidden in guard rails and animal carcasses.
Safety Considerations. The advance person should plan for explosive ordnance disposal (EOD) response with dedicated security assets (professional law enforcement or military explosive disposal experts) to quickly remove and destroy any IED devices. IED recognition, avoidance and detection are the keys to risk reduction. Neutralization, destruction and removal is the job of professional bomb technicians.
